How are you supposing to use them with SketchUp Go? STEP is not a file type supported by SketchUp so to import them you need a third party extension. To use extensions you need to use a desktop version of SketchUp while the Go version is SketchUp for Web with some additional tools, functions and supported file types.
The desktop edition however does natively support .ifc and .ifcZIP which is derived from STEP (uses the same XML schema, etc., yet supports BIM information.)
SketchUp Support see the hold your order is on, but don’t have access to know why there is a hold.
