You have to insist that you can benefit from your perpetual license. It is not legally admissible that one can invoke maintenance reasons to prevent the use of a perpetual license.

the old classic licences had a limited number of activations, meaning that you had to de-authorise an older machine to activate a new one.
did you ? or do you still have access to your old machine ?
@colin can probably tell you if you have seats available, or even maybe a more recent vintage.
On the old PC, When I click on “remove license”, I am redirected to a web page with the error “the requested page could not be found” and the same way when I want to add the license on the new PC, I am redirected to the same web page.
If I understood correctly, it’s a problem with the license server for older versions
