How do I make a custom scale in layout for a new layout site plan?
Your profile says you are using the Free Web version. Is that correct?
If you have a Pro or Studio subscription and are actually using LayOut, you can add a custom scale in Preferences>Scales.

Ok I will update my profile. I changed the scale but when i draw a line measurement its still incorrect?
Are you drawing something in LayOut or adding a dimension? Share the LayOut file so we can see what you’ve got going on.
I have fixed it I amended the units in document settings it was still set to mm.
Units in Document Setup affect the units for drawing within LayOut unless you are using Scaled Drawing. It does not affect drawing scales though. If that was set to mm you chose a metric paper size. Is that what you want?
