Digging into your files a little more:
You should fix the incorrect tag usage in your model. All edges and faces should be created and remain untagged. Only groups and components should be given tags. I fixed that in your model.
Also you should purge unused stuff from the model once in a while. You’re hoarding a lot of junk.
You should also purge unused stuff from the LayOut file in File>Document Setup>References.
BTW, after fixing the camera for the scene in SketchUp, updating the reference in LO and fixing the viewport, the scale can now be set correctly.
