I use keyed notes more often than leaders with text callouts ( I do use them occasionally).
Could a keyed note feature be added placing text in a circle? Additionally, text in a circle would be helpful.

What kind of text do you want? What does it need to say?
In the scrapbook there are some examples of labels with auto text numbers in circles. You could probably base your labels on one of those.
