Issue dealing with a charge on my credit card

I am trying several time to add a seat on my current plan but didn’t success with error below.

“This transaction has been declined by your credit card company. Please verify your billing information and try again. If the problem persists, please contact your credit card company with the number on the back of your card.”
Contacted the Bank, they said because billed $0 and no any issues.

Updating my billing information also error.

I am getting the same issue today.
My old card has expired, when I put in the new details I get the “something went wrong” banner
