Is the Collada file download option, in 3d warehouse, gone for 2019 users ??? and if so why ???

The Collada option is still present for 2019 users. The Warehouse is no longer creating 2019 version .skp files.
Click on the dropdown arrow at the right end of the Download button.

Yes. As of a day or so ago, the 3D Warehouse no longer supports Sketchup 2019 based on their Current Minus Two policy.
Maybe it’s time to update to the current version.
