When I either send a drawing made in Sketchup 2016 Pro to layout 2016 or insert the file directly into Layout 2016 the drawing can’t be edited. All that happens is a blue box with arrows surrounds the drawing, I can’t select lines for editing. It seems like the select tool will only select the whole drawing.

You’re not supposed to be able to select edges or other parts of the sketchUp model in the viewport in LayOut. Go back to SketchUp to make modifications to the model and save the file. Then in LayOut, update the reference to see the changes.
Also make sure to avoid opening the viewport for editing because it will break the link with the scene in Sketchup.
