I do all my dimensioning in Layout.
I use Tags to identify objects or specific parts of objects
I use Outliner to identify locations of objects or groups of objects that may have need to be identified together. Often by location.
Speaking of cabinetry.
Kitchen and Bath cabinets may be a group of several cabinets identified in Outliner
Outliner may appear as below:
Kitchen Cabinets (All Kitchen Cabinetry) ( refers to SU Groups) Upper cabinets
–Upper Cabinets
----Cbnt Upper 1
----Cbnt Upper 2
–Lower Cabinets
----Cbnt Lower 1
----Cbnt Lower 2
–Bathroom Cabinets
---- Sink Cabinet
----Linen Cabinet (constructed as two boxes)

Tags might be
Cabinet Assembly (Tag Folder)
– Cbnt Assy (Tag)

----Cbnt Bottom (Tag)
----Cbnt Shelves (Tag)
– Door and Drawer faces (Tag Folder)

Using the above Outliner and Tag combos every part and assembly can be identified as to item or part name (Tagged) and location (Outliner Group).
The key thought is
Parts and Items are Tagged
Locations are defined in Outliner
