Which template did you choose? Obviously one with more than one page.You can delete that first page if you wish. Are use a plain paper template without one page.

In case you did not get what DaveR was saying: draw in SU, and put any dimensions on another layer. Set up each view in a scene with parallel projection and the dimensions layer invisible. Save and export to Layout.
When you have scaled and arranged the drawing in Layout so it fits on your paper, go back and draw the relevant dimensions again.
This way, you have control of the placement of the dimensions and can edit size of text. If you dimension in SU you have to take what you get.
