How to install the TT_Lib2 library?

After downloading an extension and installing the .rbz file, I was notified by a dialog box that it needed the TT2 library to run. The same dialog permitted me to download the library, which is not an .rbz file. How may I install it properly so the extension will find it when needed?

Install it automatically from the Extension Warehouse. (Window menu)

Did it not return an RBZ? What did it return instead?
