I want to raise a portion of a site, within the site plan area. How can I achieve a natural, smooth slant, from +44 to +46 height? Please let me know.

unsmooth the ground just like you did on the left picture. Then Select one or more triangles and adjust height using sandbox smoove tool.
Remember you can also drape your site boundary on the ground !
