How do I put my scrapbook Titles under a drop menu

I would like the Scrapbooks that I create to have a drop down heading. for instance all ADA details under that heading. This similar to the way the program is bundled with respect to Cars fir example. Should be simple enough but I have found nothing on line. Does it just have to do with the file heirarchical structure?

Name the pages
