I want to make a rubber stopper but the taper of the sides is problematic. For instance, a #6 stopper is 33 mm at the top, 25 mm at the bottom, and 28 mm high. Any suggestions?

Make a circle 25mm at the origin. Offset that circle’s perimeter 8mm out to get your 33mm top. Select the 33mm perimeter and move it up 28mm.
