How do I get a colored pane of glass to show its color/tinting on both sides of the glass? I try applying the color/material to both sides and reversing the panes but nothing changes.

How are you applying the material? Is the “glass” 2D or 3D? Are you applying one of the materials from the Glass and Mirrors library or just a color you’ve edited to reduce its transparency? Are you applying it to faces or to a group or component? Maybe you could upload the SKP file so we can see what you’ve got and what you’ve done so far.
Triple click the pane to select both sides and paint it with a color. Or paint each side separately. Using the material editor, decrease the opacity.
