I downloaded the free Bezier Tool extension, but I’m NOT finding the toolbar.

Do you mean the Bezier Curve Tool by the SketchUp Team? If so, there is no toolbar associated with it. From the Extension Warehouse page:
To draw a Bezier curve:
Choose Draw > Bezier Curves Click to set a start point Click again to set the end point of the line Move the cursor to adjust the first curve Click to apply the first curve Move the cursor to create the second curve Click to set the second curve.
You access this tool via the Draw menu. I know longer use it because Fredo6’s BZ extension and FredoSpline have many more options and controls but when I did use it, I set up a keyboard shortcut to activate it.

I’m drawing a driveway in 2D. The free tool is doing what I need it to do.
