(1) You cannot just paste console output into forum posts. The forum swallows important information because of “<” and “>” characters.

Please edit and wrap the error message along with the backtrace information in lines of triple backticks, like:

(2) Did you right-click the installer, and choose “Run as administrator” ?

(3) Check the “Tools” folder and see if the “langhandler.rb” file exits ?
