Something else you could try is to import the DXF/DWG into Layout, set to the required scale and explode.

Then join up the linework and apply fill as required.

For a Location Plan this could be very time-consuming with the excessive linework ( less so if it’s a rural setting ) but if it’s for a site / block plan that will have less linework, then maybe worthwhile to do.

Thanks - either way it looks like quite a lot of manual input. I’ve taken it up with the Planning Maps people. Perhaps it’s time they looked at updating their mapping format? Apparently .dxf is a very old file format now.
