The draping function is not working properly and I’m not sure what the problem is. I have attached my file. Please help if you can!

What do you want to drape onto what? Are you trying to drape the edges on the large surface onto the contours?
If that’s the case you need to have a surface onto which the draped edges can fall. First create a surface from the topo geometry (or use the imported terrain.
You’ve got things messed up pretty good with lots of tagged geometry and most of it is loose.
I fixed the incorrect tag usage.
I made a component of the terrain surface and softened those edges. Then I ran drape selecting the trail group and then the terrain group. It takes a few moments because there’s a lot of geometry to work through but it does work.
