Is it possible to curve text in a vertical direction?
Most likely. Can you show an example of what you want to model?
Phrase will be " Philly Pale Ale". To look like neon around a clock.
OK. Does it have to be 3D? Or could you use a texture?
I want to print it out full scale as a template to make the real thing.
I will be using LED rope neon light

So a number of options come to mind.
You could start with 3D Text and use an extension like Shape Bender or True Bend to bend the component although it tend to distort the letters making them wider toward the outside of the curve.
Another option would be to use 3D Text and edit the component to rotate the individual letters.
My favorite option would be to use an application like Inkscape which is free to create the text in a circle, export the text as a .dxf file, and import that into SketchUp as geometry. From there you can create the faces and extrude them to make solids.

create the curve first then the letters followed it around the curve?
I followed the instructions in the link I shared to create the curved text around the circle in Inkscape. After I deleted the circle I saved the file as .dxf which I then imported in SketchUp. The .dxf file comes in as a component and without faces. I exploded the component and drew a rectangle to encompass the text, selected everything and used Intersect Faces>With Selection. Then I deleted the unnecessary faces and used Push/Pull to add the thickness.

I followed the instructions. Got to ,put on path, and nothing happened.
Had you selected just the text before Put on path or did you select the circle and the text? You need to do the latter.
BTW, I don’t bother with rotating the text in Inkscape. It’s easy enough to do that in SketchUp when aligning it to the rest of the model.
I selected the circle and the text. That was the instruction.
Something is different between what you are doing and what I’m doing. I wonder what it is.
I have no idea. I can rotate the text around the circle but it doesn’t curve to match the circle.
