Changing the horizon of an HDRI

I recently started using HDRI to light the exterior of renderings I am working on. Most of the HDRI’s use a ground level viewing angle and a lot of the projects I work on are high rises where the site lines are significantly different than from the ground.

Is there a way to change this viewing angle? I’ve raised the actual model up significantly from “ground level” and it isn’t making a difference.
I much prefer using the HDRI’s vs importing a custom watermark or trying to fake a background in since a lot of the problems I’ve been having with sunlight have been solved with these HDRI’s, but this is a small snag that has been eating away at me.

I imagine you could use the v-ray finite dome option which came with V6, this allows you reposition a dome or sphere.
