Yep, use the midpoint inferences.
Click and release on the midpoint of the bottom edge of the rectangle, them move until it snaps to the midpoint of the bottom edge of the wall.

what about if it was a window and i wanna center it on a wall
Again, use the inference points, hover a bit to get them to stick.
