Something has happened in this file and any copies of it that prevent me from any lines or rectangles.
Can someone tell me what is either active or not active to cause this issue?

Iām not seeing any problems with it. Maybe a restart of SketchUp or your computer is needed?
I found the error, Stupidity!!
What was it?
Perhaps activated the freehand tool instead of the line tool?
I changed the preferences tool to click-drag release under Preferenced/Drawing but used the click-move-click method as I have for many years. 
Hard to teach an old dog new tricks.

Setting it to Auto would let you use either approach, depending on your mood.
