Can't change units in layout

I keep going to document setup and changing units but it doesn’t work.

Are you trying to change the units for dimensions? If so, that’s done in the Dimension Style panel, not in Document Setup. You need to have the Dimension tool or an existing dimension selected in order to make any changes.

Units in Document Setup only affect the displayed paper space dimensions shown in the Measurements window when you are drawing in LO or moving entities.
