The bug is repeatable in Sketchup too, with this model.
Tried to reproduce the steps in Sketchup and it seems to be doing the same. So it is not specific to my.sketchup.
not only a scale bug, it’s a cardinal point bug…
you only need a line, and then move it to trigger a ‘cardinal point’ jump back to a circle…

Driven, this happens with every circle - if you only move a point it scales down. It’s not a Bug, but a feature. The scale issue though, seems a bug. The difference here is that the scale tool isn’t actually moving the cardinal point, while your move tool is.

‘carinal points’ normally only work on circles
with the scale tool, the one touching cardinal point isn’t moving but the ‘cardinal point code’ is being executed…
my example with the move tool shows the underlaying bug is with that code execution…
