I can’t arrange objects according to levels (front, forward, backward, back). There is some hidden feature which is hiding the object (pattern, dimensions, etc.), although placed to front.
How about showing us something that describes the problem? Upload a LayOut file that shows what you are seeing.
Keep in mind that the Arrange commands only work on entities that are on the same layer. Things on layers higher in the layer list cannot be sent behind things that are on layers lower in the layers list.
I sorted out the problem: levels and layers are different things. Levels may be adjusted in any layer but not the opposite. If you want to see something “on top” you have to place the layer selected at the top of the list in the tray.
