I believe there are more third party plugins out there that enable you to import other file formats.

Great. Would the format be the same when opening? Or will I have to possible re-annotate the drawings?
LayOut only opens LayOut files. SketchUp only opens SketchUp files.
Just to be clear, SU/LO are not intended to be a clones of other programs and be able to natively edit those file formats and save again. As DaveR mentioned, they only open and save .skp and .layout files.
You can import files from the list I shared before. This will have some “loss in translation” when converting. For instance, you can import DWGs in SU but you only get line work, not text and dimensions and any other special entities specific to the CAD software that made it.
LO can import the text and dimensions in DWGs, but usually you’d be better off re-drawing your wn.
You can export files, but again, things get sloppy when converting back and forth.
I suggest that you pick the software you want to use from start to finish and stick with that.
