User Trust Level necessary to use Private Messages (PMs)

Continuing the discussion from Is there anyone in Cheltenham, Gloucester or Bristol who can teach me to use the programme?:

I think even the newest users can use PMs. The restriction is that you need a higher trust level to be allowed to invite users into an existing PM conversation.

Of course, I could be wrong!
