File/Import does include JPEG as an image type, but the new material import does not. See if your files are named with .jpeg at the end. If they are, change the name to end with .jpg.
我之前也遇到与你同样的问题，当我卸载中文版，重新安装成英文版就可以识别图片了。目前我是卸载了2023，重新返回到2022版本
In fact, this is true for images of any format, and we all think this is a serious bug.

之前一直用的英文版，但是“智达云”插件这个憨憨，居然依靠软件语言来区分是否切换成国际版，国际版根本没法用，无奈换成中文版SU2013，各种bug就不说了，已经换成2022了。
