All of the text that I have placed in circles (details and notes numbers) are much smaller in the PDF export than in Layout. I have tried Acrobat and Foxit with the same results.

Which font? Bahnschrift? Some other variable font? There was another thread where this was observed with Bahnschrift. LayOut is not alone, in other applications I have tried (Word, Illustrator) only the Regular weight works OK in PDF output.
