after entering a length for offset for one guide line my understanding is that the next time i try to add a guideline the tape should snap to the previously used distance. my version will not do this.
Where did you see that? I’ve never seen it with the Tape Measure tool. You could just use Move/Copy to create a linear array of guidelines. Even if the Tape Measure tool would snap to the distance Move/Copy would be faster.

Also. If you want to offset a specific distance from the surface, it’s faster than adding a new surface and using the offset tool and then dragging guides onto the lines and erasing the surface.
I guess I’ve never noticed it but now testing it in SU2025, it works for me.

I don’t understand what you are describing. I didn’t say anything about adding surfaces or using the Offset tool. If all you need is an array of parallel guidelines, you can use Move/Copy to make the array.
Here athere are no faces/surfaces at all.
