I am able to snap to the axis while rotating in SketchUp 2022 but not in 2023.
Does anyone else have this issue?

I was able to recreate something like that by disabling angle snapping. Once angle snapping was enabled again, it worked again. I did have to deselect/select a box to get angle snapping working again.
Window → Model Info → Units → Enable Angle Snapping
