SketchUp Pro Imported DXF Files in 2d how to select components and manipulate?

Not sure how to manipulate imported DXF file in 2d so I can push/pull and create 3d.
Can I copy it and then delete original?

Is it better to do in layout?

I don´t recommend to work directly on the imported dxf file, the way a cad program and sketchup handle geometry is different. the dxf file will probably have some layers that are linked to the lines, that’s not an issue on autocad, but on sketchup the lines or faces that aren’t grouped will stick with each other, then you’ll have a messy file and if you hide tags probably some lines or faces will disappear, among other problems that a cad file could have like having lines on a different plane but sometimes it’s so tiny that it’s impossible to notice it, a lot of people spend a lot of time trying to close gaps to create a face. the best way to do it for me, is redraw and extrude the geometry or directly create the walls with a plugin like profile builder and keep the imported geometry from the file as a separate group or component, I would actually create a tag just for the group containing the dxf imported geometry, and put all the tags from it on a folder to avoid assigning those tags to the groups or components that you create.

Layout isn´t a program to make 3D models, it´s to make 2D plans out of a 3D model made in sketchup.

Depending on what it is you may well be able to work with it simply by double clicking it to open for editing.
But without seeing anything we can only offer rather vague suggestions.

It´s better imo to use the dxf imported geometry just as reference than using it to make the 3D model, you can delete it after you’ve created the model if you want or put it in a hidden tag, you could probably need it at some point.

That’s my general approach for the easy rectilinear stuff - just trace over it and group things as you go that work best for SketchUp. One exception is the difficult to redraw stuff like curves, particularly contour lines from a surveyor’s topo survey. Those I copy out and work with directly. I put the imported drawings on tags so they can be turned on and off at will.
