I wasn’t able to reproduce this error in Chrome 68 on Windows or macOS, which are the two platforms we officially support. Your profile indicates you are running a desktop Linux OS. I’m keen to make SketchUp for Web work well there, too- but you should know that we haven’t done any formal testing.
From your video, it looks like it is the final component insert which is causing your instance of SketchUp to hang. Search and download seem to be going OK. Is there something else already placed in your model, maybe hiding off-screen?
Just updated Chrome to Version 68.0.3440.84 (Official Build) (64-bit), on Windows 7 SP1.
Inserted that apartment model without incident.
Try update Chrome and try again.
I had loaded a new instance so there was no components when I tried to import from 3D warehouse.
I have updated chrome on linux and importing from warehouse is now working
