Possible fix: Removing older version (2020 in my case) and doing Repair reinstallation of 2021 seemed to magically fix the problem (without the need to use registry editor or reboot).

I had the same issue and solved it. I hope this may help others. The issue is related to the operative system not being able to extract existing data.
