So far as I can tell, the only outliner-related shortcut target is the one that opens the Outliner window. I believe that per-window dialogs and input events such as those are routed directly to the window itself, and do not pass through the menu system that the shortcut system can intercept.

There does not appear to be any API hook to manage the Outliner either, so I don’t think an extensions is possible. Extensions can only automate things that the SketchUp developers chose to make visible via the API. Sorry!
