I can not find, why I can’t select (right click>Select>All Instances) anymore the same instances, but only those which are visible (Tag is on), while there are more same components under different Tag, which is switched off (first photo, it is visible, that 37 components selected out of 42 in model). I do the same, but still all are selected 2nd photo). Where is that magic setting hiding? 
Any insights?
Are you using Selection Toys plugin? If not that’s where I find this, and many other very useful tools for making selections.

Thanks! I might, but for the case in first picture I did not use any plugin. I don’t understand what happened it does not select that way anymore.
Is all the geometry within the group / component on Untagged?

Yes, geometry inside was/is Untagged in both examples (pictures above). If I change tag for inside geometry, it changes for all components in the model and then if I which that tag off, then components disappear (as it works for 2D/3D hybrid components) - nothing left what to select. If I keep inside geometry Untagged and untagged tag is off, components do not disappear. But still all are selected. There is another reason - I can not understand.
In photo below, it can be seen that all tags are off, except one, still all instances are selected. I do not remember if I changed something in the same file that it does not work anymore… or why it did

What did you choose from select drop down list in your example?
For me initially it worked to select the same instances (Select>All instances), and entity info showed a number of components ONLY from visible Tag. Select - All with the same tag - this function shows totally different numbers - it’s not about it.
I’m not sure what the problem is.
There are 5 components in the model that I do not see in your screen shot. These may have been on another Tag in your original file, but in the file you sent me they are on the same Tag.
It seems to be working properly.

I am sorry, in that file I deleted the extra 5 flowers then made copies again and missed to add them to another tag, now it’s done. In 2nd file I did the same, situation components in 2 different tags. Selects all anyway.
I am in stupid situation. I was preparing for a class and I had such result, I prepared material that it works that way. But then when I was showing that function - it did not work… all components were selected. But it worked previously and I have screenshot. 
I still don’t understand the problem. It seems to be working as intended, although I use Selection Toys to have more control.
My guess is incorrect use of tags. In one screenshot you show that you have a tag other than untagged set as the active tag. This tells me you are creating problems for yourself.
