Scale Tool - Cannot Input inches

Hello,

I am trying to change the dimensions of a flat rectangle, numerically, using the scale tool. After engaging the scale handle on one side of the rectangle I try to type 1’5" into the dimension box. I am not able to input the " symbol at the end of the 1’5" because the shift key necessary to type " symbol activates uniform scale and kicks me out of the dimension box. Is there a way to input " symbol while scale tool is active?

Just finish the scale move, then type 1’5" and hit enter.
Here’s a quick gif, you can see that you can continue typing in sizes and it will keep changing, until you change tools.
