I’ve looked everywhere and yes I am in Layout, not sketchup. I cannot get a Text Style Window to appear. What’s up?
Window>Show Fonts. Control T.
It’s called Text Style in Windows, but on Mac it’s Show Fonts. endlessfix showed where it is, but of course it’s Command-T, not Control-T. The same shortcut works in most Mac apps.

Oops! Command “T” I meant to say, I was on my phone and forgot which is which on the keyboard.
I still think of it as the open-Apple key.
