No icons in sub-buttons like in the 2022 version.

I did clean install now (on Win 11) and still same problems
I see the same thing with the Getting Started tooolbar on Windows 10.
Update your forum profile. It shows you are using SketchUp 2018 Make (a version that never existed) on Win 7.
I know it’s hard to get the right version but your screenshot shows the tools in SketchUp Pro but you put ‘Free Plan’ in your profile. That’s the web based version.
Yep, on the mac version there are icons, not on the PC version. just checked both.
I actually had to add the standard toolbar to check, haven’t used it in years, I’m an extended toolbar man myself.

Yes, well at least it is a reported and logged issue.
Icons in the flyout toolbars was a known feature of the old MFC GUI framework.
I am not sure if the Qt framework has this feature. (But I seem to remember QCAD flyouts having the icons.)
