I have my sketchup window with my settings, toolbars, and stuff, but every now and then, without any explanation, becaus it does it absolutely randomly, i open a file (or even a new one) and i find the settings like this 
any explanation?
This looks like an incorrect SketchUp installation. (incorrect permission)
You can try to reinstall SketchUp by right click on a downloaded installer file, chose Run as administrator, and when prompted chose Repair.
