welp this wasnt much help. but thx for the help anyways, this is a confusing problem but if i do get any replies in the future i will try them.

Always, when something ‘odd’ is going on, there is usually some (Anti) malware or virus (Anti) software running.
Get rid of them (this is sometimes hard to do though)
The prompt to give permission doesn’t show in the screenrecording, it probably pops up on another screen?
Unhook the second monitor and try again.
With both, rebooting after changing things is also recommended.
As for the (commercial) or unintentionally installed so called antivirus software, IMO they usually get in the way. Microsoft defender works well enough. Don’t doubleclick while in the browser, always go to the folder where it is downloaded and don’t click on appealing green buttons that say ‘Download’ cause before you know it, you have some malware installed.
If you have to, it is best to work with one anti-thing only, otherwise they start to compete with each other
