Microsoft was unable to activate the A1 licenses because more than 2 years have passed since the deletion. As an administrator, I could activate the A1 licenses myself, but the problem is that I have to enter my payment card details, even though the license is free and the school does not have a card.
If there is indeed a problem with the A1 (A3) licenses regarding the operation of the Sketchup for schools program and because I cannot activate them as an administrator, the options for solving our problem are as follows:

the school purchases a card - but it will not be there just because of this,

I enter my card details - but I will not do that,

I wait for the Ministry of Education and Microsoft to sign a new contract for A3 licenses,

We will not use the Sketchup program.

I’m sorry that you’re having trouble with your Microsoft licensing, and we completely understand you not being comfortable including your personal payment information. While we aren’t able to alter the status of your A1/A3 licensing, I am able to recommend an alternative that may help your classes continue on as normal while waiting for your licensing contracts to be renewed.
Outside of our SketchUp for Schools program, we offer a free web version of SketchUp that you can access directly at app.sketchup.com. It requires that users create a separate account to log in, but is available for free and has a user interface that is similar to that of SketchUp for Schools meaning that it should be relatively smooth for students to adapt to. For those using the SketchUp for Schools curriculum, the interface will also still be reasonably similar. You may notice that some of the tools and import/export options available in SketchUp for Schools are not included in SketchUp Free, but our core modelling tools are all available.
