I am not a lawyer, but I think you don’t necesserily need a SketchUp Pro license to have a featured catalog since:
You can allready make an account on the 3D Warehouse in a browser.
You can upload and manage the account via the browser, as well.
They are separate products.
The content itself could be aquired from a company or content developer, which off course, should be using the pro version.
