Installer never finishes installing .NET Framework 4 (x86 and x64)

After launching the Installer, and agreeing to EULA, a dialogue box appears labled “SketchUp Make 2016-64-bit (English) Setup”. A green bar grows from the left, and after it reaches the right, the green fades, and another green bar grows from the left. It never finishes, 6 or 12 hours later.

The installer is named “SketchUpMake-en-x64”, and is an .exe application.
I downloaded installer from SketchUp site.

Computer runs Windows 7 Home Premium 64-bit, has 4GB DDR3 memory.
What is the problem and how may I fix it? Thank you.

Did you run the SketchUp installer by right-clicking and choosing “Run as administrator” ?
(Always do this for any installer.)

I personally download and install .NET separately, direct from Microsoft.
It reduces the workload upon the SketchUp installer.
