Your image shows SketchUp on the PC. Your profile says you are using a Mac. Assuming that your profile is correct, you only get one row for tool palettes.
Quite an old version too, pre trays.

Oh I’m using the mac version 2021. I took this picture from online to illustrate what I was referring to.
Since I’m using a Mac I won’t be able to increase the space like the picture?

No. The Mac interface is limited to one row of icons across the top bar. You can arrange multiple individual toolbars across the top side or bottom of the screen and they should return to the same location on the next startup.
