This has probably been extensively covered…but I can’t seem to find it so I’ma asking on my own.
how do i import a picture into sketchUp?
can it then be drawn on or manipulated in sketch up? (can I “size” it to make it real to scale and then “draw” on it to make a drawing of it?)

I’m guessing when you say “draw on it” that you want to change the picture into a 3D model. Do a search for “match photo”, that will show how to import picture and create 3D models from the image. Here’s one example video:
The first minute is mostly about creating and saving an ideal image to work from. You could import a photo instead.
