I just re installed SketchUp Make 2017. I wanted to add a layer so I opened the layer toolbar and there were no controls for adding a layer. The drop down has only Layer 0.

You cannot add layers using the layers toolbar, you need to use the layers window (screenshot). Always leave layer 0 active and do not change it. Draw all primitive geometry on layer 0 and assign groups/components to layers. Look up layers if you are unsure as you could end up in a bit of a pickle if you don’t use them correctly.
Alternatively, you can select one or more items, and add them to a new layer using the Entity Info window (just type over the name of the existing layer.
