For some reason Windows didn’t open your default browser when it was asked to. Can you try changing the browser to something else, see if that then opens it ok? Like, if you use Edge try setting the browser to Chrome instead.
There also is a session file that can get confused, and deleting that can solve the problem. Look at this old post to get more suggestions:
