I would second the suggestion of Curviloft for this. Another option would be Extrude Edges by Rails from TIG’s Extrude Tools from Sketcucation.
If you are planning to 3D print this thing you should clean it up first. Get faces oriented correctly. No exposed blue back faces. And remove any internal faces.
